Answer:
Hey Jim thanks for your question. The NEC does not provide a schedule or timeframe when certain connections must be made. Simply twisting equipment grounding conductors is not sufficient; a connection device or other suitable means needs to be used as stated in 110.14(B) and 250.8. It is very common for AHJ's to request that the bonding and grounding connections be made before the rough inspection because the devices are typically not installed. It is easier to inspect those connections and minimizes the need to remove devices and possibly create problems.
