Question:
Is it a code violation to have an abandoned wire in a panel if it is capped off? If a panel was inspected and passed years ago with 2 ground wires under 1 lug, does this have to be changed today?

Hey Brian thanks for your question. The NEC does not require that all abandoned wiring be removed such as in your example.
Multiple equipment grounding conductors are allowed in a terminal if the terminal is identified for the number and size of the conductor as stated in the last sentence of 110.14(A). Grounded conductors must each be installed in their own terminal as stated in 408.41.
