As you indicate a receptacle located in a cabinet below the sink does not require GFCI protection. Unless it’s for a Garbage disposal or dishwasher and IT does require a GFCI

Hey William thanks for your comment. But no, it still doesn't require GFCI protection. The original question answered on Friday March 17, 2017 asked about 210.8(B)(5) which is not for dwelling units. Outlets for dishwashers in dwelling units must have GFCI protection as stated in 210.8(D). Waste disposers are not included in 422.5 so do not require GFCI protection unless it is included in the listing instructions as stated in 110.3(B).
