ANSI Standard C84.1 entitled American National Standard for Electric Power Systems and Equipment – Voltage Ratings (60 Hertz) is the go-to document for voltage ratings. This document defines the minimum utilization voltages for circuits supplying lighting and non-lighting loads. Utilization voltage is defined to be the voltage at the line terminals of the utilization equipment. So for lighting equipment, 110V is the minimum and for non-lighting loads, 108V is the minimum. Utilization equipment is supposed to be designed to give “satisfactory performance” at these voltages.

Hey Robert thanks for your comment and the kind words. I suspect that ANSI C84.1 is not adopted to the extent the NEC or Energy Codes are but that is great information to share with our readers. it does help.
