Question:
Are GFCI's still required under the 2017 NEC? The AF says no but it looks to me they are (422.5)

Hey Robert thanks for your question. Ground fault circuit interrupters (GFCIs) are required by several sections in the NEC. Section 422.5 is the new location for GFCI protection for some appliances in the 2017 NEC. Dishwashers in dwelling units must have GFCI protection as stated in 210.8(D). Based on your email address if you are on a military site the base commander is likely the AHJ so ask nicely why they believe GFCI's are not necessary.
