Simply put, may a 100amp main lug sub-panel be fed from a 60amp breaker at the main panel ?

Hey Steve from Jersey thanks for your question and you are welcome. Yes. In general panelboards must have overcurrent protection that does not exceed their rating as stated in 408.36. Providing overcurrent protection at a lower rating is acceptable if it is suitable for the load and in compliance with 215.3. The panelboard must also have a rating that is suitable for the feeder capacity for load as stated in 408.30.
