How can a electrical inspector overlook a service that is not equipped to handle the everyday load of a home based on the age of the house?

Hey Jeff thanks for your question. I don't know what you mean by "everyday load" and "based on the age" but Article 220 contains several rules for doing load calculations. For example lighting loads are determined based on floor area as stated in 220.12 and other loads are covered in 220.14. Feeder and service load calculations can be done using either Part III or Part IV of Article 220. If a service installation was approved but does not meet the rules in 220 you would have to ask that inspector why they approved it.
