Where do I terminate ground wire from the rebar rods in the concrete floor of the house I am working at, and can I extend wire by bugging if it is not long enough, thank you, Mike

Hey Mike thanks for your question. You have some choices. For a service supplied dwelling the grounding electrode conductor connection must be made at an accessible point from the load end of the various types of service conductors up to the grounded conductor connection point in the service equipment as stated in 240.24(A)(1). All of the grounding electrodes present at each building or structure must be bonded together as stated in 250.50. Grounding electrode conductor connections can be made at the locations stated in 250.68(C) such as within the first 5 ft of a metal water pipe entering the building. Section 250.64(F) also includes choices such as installing individual grounding electrode conductors to each electrode or installing one grounding electrode conductor to one of the grounding electrodes and bonding the others, under the conditions stated. Grounding electrode conductor splices can be made if necessary but only by using irreversible compression-type connectors listed as grounding and bonding equipment or by the exothermic welding process as stated in 250.64(C).
