After some discussion with others it seems that you are not restricted to ceiling boxes listed for 50 lbs. You may use a box with a lower weight rating, but you are limited to installing a luminaire within that rating.

Hey Barry thanks for your follow up comment. The second sentence of 314.27(A)(2) specifically states that boxes are required to support a luminaire weighing a minimum of 50 lbs. A box that is specifically listed and marked to support a heavier luminaire is acceptable if it has the appropriate rating. There is no exception to allow a box with a lower weight ratting even if a lower weight luminaire is installed. Outlet boxes are commonly available that meet this requirement. As previously mentioned the card board box the outlet boxes are shipped in will be marked FOR FIXTURE/LUMINAIRE SUPPORT - apparently in all capital letters.
