Question:
Re: CQD answer published Wednesday, June 1, 2016 -
Your response to the question posed on May 31st disappointed me. The issue of whether a Grounding Electrode Conductor, or any required gas or water bond wires should be attached or secured to the cabinet wall by a connector should not be left to the AHJ. In the absence of Code language stating "shall" or "shall not" your answer should have stated concisely 'It is not required by the Code as written', without further comment.
There have been ample opportunities for this issue (whether a connector is necessary) to be addressed in the Code formulation process and it has not been done. This should not be construed as an invitation for AHJ's to conclude it's an omission requiring their intervention.
You may edit my response, due to its length, if you should decide to post my comments.

Answer:
Hey Joe thanks for your comment, I'm sorry that you are disappointed with the answer; I also received another comment on this CQD stating "good answer". You are correct; proposals that were submitted to specifically require a listed fitting for connection of grounding electrode conductors to enclosures have been rejected, but everyone is probably not aware of that. The panel reject statements to ROP 5-167 for the 2005 NEC and ROP 5-205 for the 2008 NEC stated that specific listed fittings are not required but protection for the conductor may be required and that is already covered by other general installation provisions. Therefore I continue to believe that the AHJ gets to determine what is necessary.
