Hey Nathan thanks for your question. The wording in 600.5(A) refers to the occupancy being accessible to pedestrians. Pedestrian is not defined in Article 100 or Article 600 but standard dictionaries define it as "going on foot or designed for walking". So if occupancy only had a drive up window or only an overhead door as opposed to a personnel door it probably wouldn't be considered accessible to pedestrians. Keep in mind the purpose is to provide an outlet, at locations where a sign is likely to be placed to attract attention to a business, so that extension cords or other less safe means are not used.
