Stephen should pay extra attention to your excellent inclusion of the definition of a kitchen - his prep room may very well NOT be a "kitchen." Portable cooking appliances such as microwaves and toaster ovens are not "permanent provisions for cooking under this rule. The Scope of all Articles and Sections is often overlooked when trying to interpret the application of the Code.
As a piece of related information - this "kitchen" definition issue is also important for some state's Energy Codes (including the totally nonsensical California EC regulation) requiring automatic non-occupancy shutoff of some kitchen receptacles. A total waste of money, I would challenge anyone to name a portable appliance in a kitchen which consumes power without need.

Hey Scott thanks for your comment. You make a great point about microwave and toaster ovens not being considered permanent provision for cooking. Too bad there is not a rule that requires all codes to be based on common sense!
