Hey Reggie thanks for your question. A mop sink might be useful for vomiting while sitting on the toilet but would probably not be considered to be a basin as that word is used in the definition of Bathroom in Article 100. A receptacle is not required in a room that only has a toilet and mop sink based on the wording in 210.52(A). If a receptacle is installed, it needs to have GFCI protection if it is within 6 ft of the sink as stated in 210.8(A)(7).
