Hey David thanks for your question and compliment. I actually prefer Charlie, it has a nicer ring to it.
If I understand what you are asking then it is determined by counting the number of strands. Let's say we have a 500 kcmil conductor which would be in the range of 250-500 in the first column of Table 10. If the number of strands exceeds 37 [Class B] or 61[Class C] then it would be considered a "fine stranded conductor".
