It is unfortunate that some Code changes in the electrical industry have to come at the expense of a loss of life. Whether it be a child coming in contact with a vending machine near a swimming pool and being electrocuted or a young girl electrocuted from coming in contact with the refrigerator or freezer within the garage, many times Code development is reactive to these tragedies. An understanding of why these changes in the NEC take place would help put to bed the misunderstanding that exists in some facets of the industry. Each user of the Code should take a few moments to learn about the changes that occur and also the reasons behind these changes. Hopefully tragedies of this nature can be prevented in the future.

Hey Joseph thanks for your comment. You are correct; many code panel members carefully consider the ramifications of making changes and do not take the responsibility lightly. But if the NEC gets amended as Barry explained that is all the AHJ can enforce. GFCI's have a proven history of saving lives and we can use them even if not required. I'm looking forward to seeing the IAEI Analysis of Changes to the 2017 NEC. You guys do a great job.
