Grouping / Zip-Tying conductors together inside a panelboard
There is a place in the National Electrical Code where one can find rest, peace, and solitude. It is 310.15(A)(2) exception. “Where different ampacities apply to portions of a circuit, the higher ampacity shall be permitted to be used if the total portion(s) of the circuit with the lower ampacity does not exceed the lesser of 3.0m (10ft) of 10 percent of the total circuit.”
With this exception, which has been in existence in one form or another for many moons, the portion of the circuit where the conductors are bundled together inside the panelboard are not used to reduce the ampacity of the various circuits.
If there was any doubt about this application, the 2017 made its use even more clearly allowed.

Hey Matthew thanks for your comment. You have a good point if different appacities apply to a circuit length the higher ampacity can be used if the conditions in 310.15(A)(2) Exception are met. Check with the AHJ to make sure they agree.
