Answer:
Hey Larry thanks for your question. All 15 and 20 ampere 125 volt receptacles installed in dwelling unit garages and accessory buildings must have GFCI protection under the conditions given as stated in 210.8(A)(2). For other than dwelling units, receptacles that are rated 150 volts to ground and 50 amperes and less if single phase and 100 amperes and less if three phase must have GFCI protection as stated in 210.8(B)(8). Whether water is present of not is not does not change the rule.
