Yes. The general rule is that a grounding electrode conductor terminates at a service neutral busbar. However, Section 250-24(a)(4) allows it to connect to the equipment grounding terminal bar if a main bonding jumper in the form of a wire or busbar is installed from that terminal bar to the neutral bar.
