Does the NEC require a slip-sleeve be installed over the PVC stub that connects to the meter base on an underground service? I've had many service calls to repair PVC stubs that became disconnected due to settling of the ground, thus pulling the PVC apart or pulling the entire meter off the wall, and even worse, pulling the feeders out of the lugs. On new construction and repairs, I always use a slip-sleeve terminal adapter to allow for some settling. But I can't find any requirement for one in the Codebook.

Slang words and terms mean different things to different people. Use the terms defined in the NEC, and the answers become easier to find. I don’t know what a "slip sleeve terminal adapter" is. However, NEC 300.5( J ) requires that where directly buried raceways are subject to movement by settlement or frost, the raceways shall be arranged to prevent damage to the enclosed conductors or equipment connected to the raceways. I’m not sure what "arranged" means, but slip sleeve construction is permitted where the raceway's grounding continuity is not required. Expansion fittings are available for both metal and nonmetallic raceways. NEC Reference: 300.5( J )
