Hi Andy,
Thanks for the question and a good one, it is indeed. The NEC does not directly require electrical blueprints to be Code compliant, but that said, most plan review departments in jurisdictions across the country require NEC compliance when reviewing submitted plans. According to many jurisdictions with a plan review function, there are many challenges attaining compliance on the blueprints. Perhaps the NEC should address this as a rule. Many jurisdictions address this in their own administrative rules. When it's all said and done, the NEC's installation rules apply to electrical installations and systems. As an aside, Article 80 of the NEC (in Annex H) does have language-related to electrical plans, for those wishing to adopt some related requirements.
