Hello Peter,
As a follow-up, the simple answer is still yes. See Sections 250.62 and 250.64(A) which includes some restrictions for aluminum or copper-clad aluminum conductors within 18 inches of the earth. Table 250.66 is used for sizing grounding electrode conductors and includes copper, aluminum, and copperclad aluminum sizes. As an aside, Bill Schell did follow up and correctly commented that aluminum grounding electrodes are not permitted by the NEC.
