My question is does the NEC require a ground rod to be installed if there is a concrete-encased electrode installed at the service?

Hi Mike and thanks for the comment and question.
This a fairly straight forward question so we are not going to read anything into it. It is answered at face value. No. If there is a concrete-encased electrode is installed at the service, the NEC does not require a ground rod to be installed in addition. See Part III of Article 250 and specifically 250.50 for the requirements for grounding electrode systems at buildings or structures served. Hope this is helpful.
