If I install a circuit to a 3 HP motor and the motor is thermally protected, do I need to provide additional overload protection for the motor?

The answer is no, based on the information in the question indicating that the motor is thermally protected and the protection is integral with the motor. This should be marked on the motor, usually the nameplate. Refer to Section 430.32 for complete requirements that may also apply to this installation.
