My question relates to equipment grounding. What would be the smallest motor that is not required to have an earth ground. not run inside the metal flex but outside the flex and bonded to the motor frame?

Thanks for the question. The response is based on the information provided in the question. We are interpreting your term "earth ground" as an equipment grounding conductor. The equipment grounding conductor for the motor must be sized based on the rating of the motor branch circuit short circuit and ground-fault protective device using Table 250.122. For the second part of the question, the equipment bonding jumper installed inside or outside of flexible metal conduit must meet the restrictions in Section 250.118(5).
