Charlie, If the motors in question are a part of listed equipment and are factory wired to a factory supplied control panel, the NEC would not apply to the motors. In the case of listed equipment, the NEC would only apply to the feeder circuit to the factory control panel.

Hey Don thanks for your comment it's good to hear from you. The original question didn't mention that the equipment was listed but if it is then yes it is not necessary to inspect it in the field as stated in 90/7. But if it was listed then motor overcurrent protection would most likely be included or required to be installed in the field by the instructions.
