Charlie,
If a direct grid tie, solar interactive system, as depicted in Figure 690.1(b), makes a line side connection to the meter socket or CT enclosure as permitted by 230.82(6), would the AC disconnect between the utility interactive inverter and the meter socket be considered an additional service as permitted by 230.2(A)(5), or would it just be a PV disconnect/inverter disconnect and be not required as suitable for service equipment as stated in 690.13(C) and 690.15?

Hey Derrick thanks for your question. For now the PV disconnecting means is not required to be suitable for use as service equipment as stated in 690.13(C). For the 2017 NEC that wording is expected to change to require that PV system disconnecting means be listed as suitable for use as service equipment. The PV system inverter output circuit is not a service because it is not utility owned based on the definition of service in Article 100. The inverter output circuit is allowed to be connected to the supply side of the service disconnecting means as stated in 230.82(6) but it is not an additional service.
