I read the answer and then wondered why "110.26 Spaces About Electrical Equipment" shouldn't also apply.

Hey Nick it's good to hear from you, thanks for your comment and the kind words. Section 110.26 does apply and requires access and working space for all electrical equipment. But it does not have specific dimensions. The wording in 110.26(A), which has the conditional conditions of energized work, provides the reference to Table 110.26(A)(1) thereby requiring the specific dimensions for the working space. A junction box is typically not considered equipment that would need to be worked on while the contained conductors were energized.
