Hey David thanks for your question. Yes, junction boxes with electric terminations are considered equipment as that word is defined in Article 100. Whether the height requirement in 110.26(A)(3) would need to be provided is based on the judgment of whether the terminations would be examined, adjusted, serviced or maintained while energized. Typically access and workspace for junction boxes is required as stated in the first paragraph of 110.26 but not the specific provisions of 110.26(A).
