If a handyman comes to my house to change a ceiling fan and kitchen light then does he have to have an electrical license?

Hey William thanks for your question. Licensing requirements are usually set by state or local governments, such as a city or county which you should be able to determine by contacting your local municipality. The NEC does not mandate a license requirement. But someone who is licensed has demonstrated that they have an understanding of NEC requirements usually because passing an exam is required before a license is issued. Many times evidence of work experience is also a prerequisite for taking the exam. So even if a license is not required in your locality using a licensed electrician is a good idea.
