Hello Paul and thank you for your question. Guidance on this is provided in Section 210.8 “For the purpose of this section, when determining the distance from receptacles the distance shall be measured as the shortest path the supply cord of an appliance connected to the receptacle would follow without piercing a floor, wall, ceiling, or fixed barrier, or the shortest path without passing through a window”. This language was changed from the 2017 edition to the 2020 edition, removing the words “door, doorway” from the instructions on measurements. This change makes it clear that a cabinet door is not considered a barrier and a receptacles meeting the thresholds/ratings in Section 210.8, installed under a sink in a cabinet are subject to the GFCI requirements in 210.8(A) & (B).
