Hi Arnold,
Yes, but in a roundabout way. Refer to Section 250.53(A)(2). Here you will find the rule requires a single ground rod to be supplemented by an additional electrode of the same type. The exception relaxes this requirement if a single ground rod has a resistance to earth of 25 ohms or less.
